Word. A strictly-fannish bookmarking site would fall squarely under OTW's infrastructure mission, but yeah, it would need to be a sister-project like Open Doors or the academic journal. And then practically speaking, lots of people would balk at splitting their bookmarks between two or more places. So I don't think such a project would get enough takeup.
TBH Pinboard + planned features - setup cost would fill the niche pretty well.
