Late afternoon is one of the best times, because the sunlight (in most places, at least) turns a little golden, and that looks good on pretty much everyone. Or maybe I should say: when seeing how amazing faces really are, it doesn't hurt to have good lighting!
a smile is one of the few things that will prompt me to register another person at all
I think it's something basic and human, possibly universal -- that kind of smile you give when you see someone familiar. There've been a few times I've gotten that smile from strangers (who I guess were mistaking me for someone) or when I've given that smile to strangers, and I can't think of a single instance in which I didn't get an equally wide smile back, even though we were strangers. Maybe it's instinct, to give a welcoming in return, when you feel you're getting one?
