A comma splice is two perfectly correct sentences, glued together with a comma. Not allowed. They can be corrected by putting a period where the comma is, or by inserting a word to connect the two ('and', 'but', 'even though', etc.), or by trading a semi-colon in for the comma.
So, I guess they're incomplete in that they don't have those extra words or punctuation in the middle, but I think I'd give them their own category.
