Yes, New York won't like it, but you don't find much reused fanfic at NY levels. Clare is very much the exception (god knows why as the woman apparently has very little talent except for thievery.)
The thing is, if the author's good, you'll never know how much of the work is reused. The only time it's a problem is when the author isn't that talented - and you can give them all the advice in the world how to make their stuff less like the original (advice I personally would avoid giving so as not to encourage this rubbish) and the work will still feel clunky. A good author doesn't *need* what you're saying here. The bad ones won't even get your real point.
