Instead of the face value of it, there's some critique-reader part of me wondering whether what Mookyul really means is "he wouldn't put out that much effort for me," that is, to consider himself disposable, and only worth effort so long as he holds up his end of the deal (more deals, sheesh).
It's very likely knowing how insecure Mookyul is but it also primarily shows the high esteem in which he holds the Chairman. He truly doesn't believe him able to act this way and that's why he was so surprised when Ewon hit bullseye by telling him "You could have just met outside but you went out of your way to meet up here. It was his idea wasn't it?"
Even if he denies it now, my guess is that he'll mull that one over until he comes to realize that Ewon was right, and he'll certainly start resenting the Chairman for it. I don't think he'll break his promise nonetheless but if the Chairman truly loves him, it'll certainly worry him if Mookyul starts being distant. The beginning of the end maybe? *crosses her fingers*
